EOE Grants- Office Hours (10/17/2025)

Do you need help navigating the EOE Grants Management System or submitting your grant application and 5-Year Master Agreement? Join us for an informal office hour drop-in session designed to support grantees who are new to the system or need guidance completing their submissions.

During this live session, EOE staff will:
-Walk through how to access and complete your grant application.
-Review the process for submitting your 5-Year Master Agreement.
-Answer any questions about system navigation or submission requirements.

This is an open-format session — no formal presentation — so you can drop in anytime during the scheduled hour to get direct assistance and clarification.

Who should attend: Grantees who are new to the EOE Grants Management System or need additional support with their grant application and 5-Year Master Agreement.

We recommend logging into the EOE Grants Management System before the session and having your credentials ready for hands-on assistance.

Compliance with the MBTA Communities Act (3/6/2025)

The Executive Office of Education (EOE) reminds all grant recipients that they must be in compliance with Massachusetts General Laws, including G.L. c. 40A, § 3A, the MBTA Communities Act, in order to receive funding.

Compliance with the MBTA Communities Act is determined by the Executive Office of Housing and Livable Communities (EOHLC). Grant recipients are responsible for ensuring they meet all applicable requirements.

Any grantee who is not in compliance as of today, March 6, 2025, has been notified.

Executive Office of Education's new grants system-EOE Grants (1/29/2024)

Welcome to the Executive Office of Education's new grants system - EOE Grants!  

Each grantee has a User Access Administrator (UAA) who can assign roles in your office to complete and submit the grant applications and forms. If you need to know who your UAA is, select search on the left-hand side, find your organization, select it, and then go back to the left-hand side to the Address Book that has now appeared.

Reminders
Final Expenditure Report (FER) (8/14/2025)
At the conclusion of grant activities, recipients are required to submit a Final Expenditure Report (FER) that details how the funds were spent. This report can be filed online through EOE Grants. Recipients should submit the FER within sixty (60) days of the grant's end date. It is essential for grant recipients to reconcile all figures with their city auditor, town accountant, or agency business manager before filing the report. We expect a high-level summary to be uploaded, which will allow us to easily identify how funds were spent. You may also include any invoices or supporting documentation alongside your high-level summary.

Please note that the FER will generate an error message if any reported line item exceeds $100 or 10% of the line amount (whichever is greater) or if it exceeds $10,000 of the approved budget. In such cases, an amendment must be filed before starting your FER.

Amendments are required when:
there is any significant change in program objectives; or
there is any increase or decrease in the total amount of the grant; or
an increase in a line of the budget exceeds $100 or 10% of the line (whichever is greater), or exceeds $10,000.

Amendments are not required when:
there is no significant change in program objectives;
there is no increase or decrease in the total amount of the grant; and
an increase in a line of the budget is less than or equal to $100 or 10% of the line (whichever is greater), and does not exceed $10,000.


Reference your Grant Award Notice (GAN) for the final reimbursement date when submitting your FER.
FY2026 Competitive Grant Submissions (7/1/2025)

EOE Grants will not accept submissions after the deadline stated in the RFP posting for competitive grants if an applicant experiences technical issues within minutes of the deadline or encounters challenges coordinating final approvals or submissions. In that case, EOE cannot verify or accommodate such matters without compromising the fairness, openness, and competitiveness of the process.

We strongly encourage applicants to plan ahead and allow ample time for submission, as well as to ask questions during regular business hours. This proactive approach will help you avoid last-minute complications and ensure a smooth application process.

Granting deadline extensions to individual applicants creates the appearance of unfairness and undermines the integrity of the competitive procurement process, which follows the state’s RFR (Request for Response) model.

All competitive RFPs clearly state that the responsibility of ensuring a complete submission, including the ‘Grantee Superintendent/Chief Executive Approved’ in EOE Grants, lies with the applicants. It's crucial to confirm each step to ensure a successful submission by the stated deadline.

Tips for Successful Submission:

  • Establish and assign appropriate roles well in advance of the grant deadline.
    Submitting a grant at the grantee level requires the following roles to be in place for the specific fund code:
    • Grant Writer – to draft and initiate the submission
    • Grantee Fiscal Representative – to conduct financial review and approval
    • Superintendent/Chief Executive – for final sign-off
  • Submission must follow this sequence:
    • Grant Writer Submitted
    • Grantee Fiscal Representative Approved
    • Grantee Superintendent/Chief Executive Approved
